بررسی تأثیر حکمرانی خوب در کیفیت محیط‌زیست: تأکیدی بر نقش کیفیت نهادی در حصول توسعه پایدار

چکیده

حکمرانی خوب نقشی کلیدی در ایجاد توسعه پایدار و مدیریت کارآمد منابع عمومی ایفا می‌کند و به‌ عنوان یکی از ابزارهای اصلی برای بهبود کیفیت زندگی مردم و عدالت اجتماعی شناخته می‌شود. هدف این مطالعه بررسی تأثیر شاخص‌های حکمرانی خوب بر انتشار دی‎اکسید کربن کشورهای منتخب آسیایی است که سهم بالایی در انتشار دی‌اکسید کربن جهانی دارند. مطابق با مدل پانل آستانه‌ای، رابطه CO2- تولید وابسته به شاخص‌های حکمرانی خوب در نظر گرفته شده است. نتایج برآورد مدل نشان می‌دهد با بهبود شاخص های حکمرانی خوب و فراتر رفتن از حد آستانه‌ای، ضرایب متغیرهای تولید در رابطه CO2 - تولید به گونه‌ای تغییر می‌کند که در ازای یک واحد تولید میزان کربن کمتری منتشر می شود. بیشترین کاهش انتشار دی‌اکسید کربن با بهبود شاخص کیفیت مقررات و نظارت حاصل می‌شود. همچنین، در سطوح بالاتر تولید بهبود شاخص‌های حکمرانی منجر به کاهش بیشتر انتشار دی‌اکسید کربن می‎‌شود. در همه شاخص‌ها به جزء شاخص ثبات سیاسی حد آستانه‌ای کمتر از متوسط شاخص است. به عبارتی در سطوح بالاتر شاخص ثبات سیاسی می‌توان شاهد تأثیر گذاری مثبت آن بر کیفیت محیط‌زیست بود. وجود منحنی زیست محیطی کوزنتس N- شکل برای این گروه از کشورها نگران کننده و بیانگر آن است که تولید در بلندمدت حل کننده مسایل زیست محیطی نیست. آلودگی با رشد اقتصادی بطور خودکار از بین نمی‌رود و حکمرانی خوب می‎تواند راه حلی برای توسعه پایدار باشد. لذا، راهکارهایی در جهت ارتقای کیفیت نهادی می‌تواند در بهبود حصول توسعه پایدار مفید باشد.
